BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. Effective beginning with the 1998-1999 scholastic year and continuing each year thereafter, substandard or portable classrooms are prohibited from being erected or furnished to alleviate the overcrowding of public schools. Substandard or portable classrooms which are being utilized on the effective date of this act shall continue to be so utilized, but each board of education is charged with the affirmative duty to remove substandard or portable classrooms as soon as practicable.
Section 2. This act shall become effective immediately upon its passage and approval by the Governor, or its otherwise becoming law.
