WHEREAS, a native of Winfield, Alabama, CIA officer Johnny Micheal Spann, 32, a paramilitary trooper within the CIA's Directorate of Operations, was the first United States casualty within the borders of Afghanistan since United States airstrikes on terrorist camps and forces began in retaliation to the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001; and
WHEREAS, Johnny Micheal Spann's unparalleled tenacity, skill, and desire to serve and protect his country found him interrogating Taliban and al-Qaida prisoners inside a prison compound at Mazar-e-Sharif, in northern Afghanistan, when hundreds of prisoners stormed an armory for weapons and thousands of Northern Alliance fighters, aided by U.S. commandos and airstrikes, stormed and recaptured the compound; and
WHEREAS, it was during this lengthy and violent confrontation that Mr. Spann met an untimely death, leaving behind his young wife, Shannon, two small daughters, Alison, 9, and Emily, 4, an infant son, Jake, six months, his parents, Johnny and Gail Spann, and countless other relatives and friends; and
WHEREAS, a true Alabama and American hero, Mr. Spann willingly and proudly sacrificed his own safety, and paid the ultimate price, to ensure the safety and health of all of us; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH HOUSES THEREOF CONCURRING, That, in recognition of his honorable service and sacrifice, that portion of Alabama Highway 129 from Corridor X to U.S. Highway 78 in Winfield, Marion County, Alabama, is hereby designated the "Johnny Micheal Spann Highway."
RESOLVED FURTHER, That the appropriate officials are respectfully requested to place signs and markers identifying the Johnny Micheal Spann Highway as herein designated.
